Ch4, 

Row 1: 2 hdc in the 4th ch from the hook.

Row 2: ch 1: 2 hdc in 1st st, 2 hdc in last st.

Row 3 to 25: ch1, 2 hdc in 1st st, hdc in every st, 2 hdc in last st.

From the last st, ch 20, sl st in the 2nd ch from the hook, sl st in every ch till the starting point, sc in every st ( hdc) till the end and ch 20. Sl st back to the initial ch, fasten off.
